A breaker is a percussion tool. It hammers down to smash concrete, tarmac and rock. A pulveriser uses opposing hydraulic jaws to crush and crunch concrete and separate the rebar, which is cleaner and quieter for controlled demolition. For a mix of both, ask about a multi-processor with interchangeable jaws.
